PROCESS STAGES
After expression of interest, potential applicants are invited for a proposal presentation to the RDWG.
The RDWG will invite the applicant to submit an application at the MRIC. Upon submission of the application, the MRIC will send an acknowledgement to the Applicant.
The application will undergo an administrative screening and due diligence process. A template of the checklist for administrative screening can be found below. Following the administrative screening, the application will be sent for Peer-Reviewing.
The outcome of the administrative and Peer-reviewing stage will be sent to RDWG for final evaluation and decision.
Upon approval of the RDWG, the applicant will be informed whether proposal has been approved, in which case, a contract between MRIC, Ministry of Technology, Communication and Innovation and Private Company. A template of the contract between MoTCI, MRIC and successful Applicant van be found below.
The timescale from the RDWG presentation to signature of contract can take around 2 months.
Checklist Administrative Screening
Project Monitoring
The project spanning over a duration of up to 24 months is split over 3-4 milestones.
At the end of each milestone, a technical progress report and a financial report has to be submitted by Project Leader.
A Technical Review Panel (TRP) comprising 3 members including one of the expert reviewer from application technical screening process will be setup.
A meeting and/or site visit will held with the Project Leader and a TRP report will be submitted. The TRP report will provide update on progress of project and recommendation for the continuation.
Based on outcome of TRP report and financial analysis carried out by the MRIC, the RDWG will approve release of funds for the next milestone.
